White was born on March 1, 1835 in Philadelphia, Philadelphia County, Pennsylvania. White died on April 27, 1912 in Darby, Pennsylvania, at the age of 77. He is buried at Arlington Cemetery in Drexel Hill, Pennsylvania.
White is one of 1,525 Medal of Honor recipients from the Civil War and one of 380 credited to Pennsylvania.

At the imminent risk of his life, crawled to a nearby spring within the enemy's range and, exposed to constant fire, filled a large number of canteens, and returned in safety to the relief of his comrades who were suffering from want of water.
