Sergeant Frank W. Mills was a soldier in the U.S. Army who received the Medal of Honor for his actions on September 4, 1862 in Sandy Cross Roads, North Carolina during the Civil War. At the time he was serving with Company C, 1st New York Mounted Rifles. Mills was 17 years old.
One other service member also received the Medal of Honor for actions on the same day. The medal was presented on April 2, 1898, 35 years after the action. He later rose to the rank of First Sergeant.
Mills was born on August 5, 1845 in Middletown, Orange County, New York. Mills died on November 25, 1923 in Pittsburgh, Pennsylvania, at the age of 78. He is buried at St. John's Reformed Church Cemetery in Chicore, Pennsylvania.
Mills is one of 1,525 Medal of Honor recipients from the Civil War and one of 678 credited to New York.

While scouting, this soldier, in command of an advance of but three or four men, came upon the enemy, and charged them without orders, the rest of the troops following, the whole force of the enemy, 120 men, being captured.
