Garlington was born on February 20, 1853 in Newberry Hill, Newberry County, South Carolina. His Medal of Honor is credited to Athens, Clarke County, Georgia. Garlington died on October 16, 1934 in California, at the age of 81. He is buried at Arlington National Cemetery in Arlington, Virginia.
