The medal was presented on November 20, 1896, 32 years after the action. He later rose to the rank of Second Lieutenant.
Elliott was born in 1842 in Concord, Merrimack County, New Hampshire. His Medal of Honor is credited to Boston, Suffolk County, Massachusetts. Elliott died on October 23, 1898 in Boston, Massachusetts, at the age of about 56. He is buried at Woodlawn Cemetery in Everett, Massachusetts.
Elliott is one of 1,525 Medal of Honor recipients from the Civil War and one of 265 credited to Massachusetts.

Russell C. Elliott (1842–October 23, 1898) was a Union soldier who fought in the American Civil War. Elliott received the country's highest award for bravery during combat, the Medal of Honor, for his action at Natchitoches, Louisiana, on 19 April 1864. He was honored with the award on 20 November 1896.
