Costello was born in 1850 in Rouses Point, Clinton County, New York. His Medal of Honor is credited to New York. Costello died on April 11, 1887 in Chelsea, Massachusetts, at the age of about 37. He is buried at Mt. Calvary in Roslindale, Massachusetts.
