Seaman Hugh Patrick Mullin was a sailor in the U.S. Navy who received the Medal of Honor for his actions on November 11, 1899 in Hampton Roads, Virginia — a peacetime act of courage recognized in the Interim 1899 - 1910 period. At the time he was serving with U.S.S. Texas. Mullin was 21 years old.
One other service member also received the Medal of Honor for actions on the same day.
Mullin was born on March 20, 1878 in Richmond, McHenry County, Illinois. His Medal of Honor is credited to Chicago, Cook County, Illinois. Mullin died on June 9, 1948, at the age of 70. He is buried at Golden Gate National Cemetery in San Bruno, California.

On board the U.S.S. Texas during the coaling of that vessel at Hampton Roads, Va., 11 November 1899. Jumping overboard while wearing a pair of heavy rubber boots and at great risk to himself, Mullin rescued Alfred Kosminski, apprentice, second class, who fell overboard, by supporting him until he was safely hauled from the water.
